The Internal Revenue Code authorizes the IRS to “certify” taxpayers that have “seriously delinquent tax debt” to the State Department for restrictions on passports. Generally, the State Department will not issue a passport to taxpayers with significant tax debt after receiving certification from the IRS. Moreover, the State Department may deny passport applications or revoke a taxpayer’s current passport.
